Planning for a Greener Park System Continues
The Minneapolis Park and Recreation Board (MPRB) and the Mississippi Watershed Management Organization (MWMO) are preparing the first-ever Ecological System Plan. This plan will set a vision for making parks and public lands more friendly to the environment.
An appointed Community Advisory Committee (CAC) will help guide the plan, with the second of several CAC meetings scheduled for 5:30-7:30 pm Wednesday, August 27, at Park Board Headquarters, 2117 West River Road in Minneapolis.The public may attend CAC meetings, which feature a brief public comment period at the end of each meeting.
The August 27 meeting will help MPRB staff prepare to visit with the public at neighborhood festivals, farmers markets, and other events throughout the fall. The meeting will discuss:
- A set of ecologically focused maps of the city
- The detailed plan for visiting with the community throughout the fall
- What questions to ask the community about nature in the city
The Ecological System Plan will seek to first understand the ecology of the city and watershed, then plan for parks and public lands management and improvements that benefit both humans and nature. It will address specific threats such as climate change, decreasing water quality, explosion of invasive species, increasing runoff, and fragmentation of habitat. It will envision a more environmentally sound way of managing the impacts of the city, so that the city can be cleaner, greener, cooler, and more efficient.
Specifically, the ecological system plan will:
- Compile, create, and illustrate city-wide ecological data;
- Craft a vision for natural resources and public lands within the watershed and city;
- Outline guiding principles for management; and

Central Ave Closure – Official City Announcement
Important Central Avenue Closure Information 03/31/2014
Beginning Tuesday, April 1, at 9 a.m. utility work will commence on Central Avenue between 14th and 18th Avenues NE. This work will necessitate closing lanes on Central Avenue for at least 2 weeks. One north-bound and one south-bound lane will remain open.
This utility work is being done in preparation for the full closure of Central between 14th And 18th Avenues, which is scheduled to begin May 19, immediately following Art-A-Whirl, and continue through Fall 2014. The Minnesota Department of Transportation (MN DOT) is closing Central Avenue to begin constructing a new Burlington Northern Santa Fe (BNSF) Bridge. During construction, access to businesses and residences on Central Avenue will remain open; however, Central Avenue under and near the BNSF Bridge will be closed to traffic. Motorists will be detoured around the closure using NE Lowry, University and Broadway Avenues.

807 Broadway Update
807 Broadway Update
Last summer, the Minneapolis School Board selected Hillcrest Development to purchase their old headquarters (807 Broadway). Currently, the School District and the City of Minneapolis are working on resolving a Right of Way issue on Quincy Street. Once this issue is resolved, Hillcrest will start work on the project. Background
In 2012, Logan Park residents formed the 807 Broadway Task Force to have a voice in the decision-process. The Task Force was designated the community engagement partner by the CPED (Community Planning and Economic Development Dept) who assisted MPS in selling 807. The Task Force met with all interested developers and recommended 100% commercial development for 807 to replace lost jobs from the relocation of MPS headquarters.

Aged 50 Plus and Veterans Under 30
August, 13 (Minneapolis) – The City of Minneapolis Employment and Training Program and the Minnesota Department of Employment and Economic Development (DEED) have partnered with The WorkPlace, a Connecticut based workforce development organization, to launch Platform to Employment (P2E), a new program that provides a pathway to employment for long-term unemployed workers aged 50 and above and veterans aged 30 and below.
The WorkPlace originally launched P2E to address the specific needs of long-term unemployed workers in Southwest Connecticut. Since then, the program has been successfully implemented in four other markets. P2E demonstrates that the right combination of job readiness programming, personal and family support services, and financial counseling can return the long-term unemployed to the workforce.
Tested in multiple cohorts, including participants from urban and suburban communities, P2E has placed 80% of program participants into work experience programs, with nearly 90% of these individuals moving on to full-time employment. This September, Minneapolis will be the sixth city to launch the program with a cohort of 24 participants.
“We recognize that returning veterans and persons aged 50 and over often face unique challenges in the job marketplace,” said Mayor Rybak. “By thinking creatively and developing new partnerships, we are able to launch a program that will enable more Minneapolis residents the ability to connect with prospective employers and achieve their goals of financial stability.”
The National Employment Law Project published a report in April that stated although older workers across all education levels are less likely to be unemployed, once laid off; they were more likely to become long-term unemployed than any other group examined. For example, according to the report, over half the workers aged 55 and older (53 percent) had been out of work for longer than 27 weeks across the nation.
P2E begins with mandatory workshops conducted four days per week for five weeks. The workshops will include learning job search strategies, resume writing, self-marketing, rebuilding confidence, and worker support programs among other things. Now through Friday, September 6, 2013 Minneapolis residents who have exhausted their unemployment insurance benefits and are 50 years of age or above or a Veteran aged 30 or below may apply to participate in the free program.
Following the training, P2E helps participants find open positions with local companies for an eight week work experience. During the work experience the workers’ wages will be subsidized by P2E, allowing employers to test out candidates on the job to determine if they are a good fit for the company risk-free.
The P2E program in Minneapolis is a partnership between the City of Minneapolis, Minnesota Department of Employment and Economic Development (DEED), The WorkPlace, North Minneapolis WorkForce Center, and NorthPoint Health and Wellness Center. Funding for the program is being provided by grants from AARP Foundation, Citi Community Development, and the Walmart Foundation.

The contest is open to amateurs of all ages, Minneapolis residents and non-residents, with categories for both youth and adults. Photos must be unpublished, color, and taken within the Minneapolis Park System. Photographs from all seasons are encouraged and accepted. Photographers can submit up to three entries. There is no entry fee.
Prizes will be awarded for contest-winning photos, including gift certificates, Annual Patron Parking Permits, and water park and winter recreation passes. A public vote will take place online in September to choose among a selection of entries as the People’s Choice Award winner. Photo contest winners also have the opportunity to have their photo appear on the 2014 Annual Parking Permit, distributed to nearly 7,000 park patrons.
All photos and entry forms must be submitted online by Sept. 2, 2013 at 11:59 p.m. through the National Camera Exchange website at www.natcam.com.

School Board scheduled to vote on recommendation for 807 Broadway Building on May 28
“Minneapolis Public Schools Superintendent Bernadeia Johnson has recommended the School Board select Northeast-based Hillcrest Development to purchase and redevelop the district’s former headquarters at 807 Broadway St. NE.
Hillcrest is one of seven developers bidding on the chance to redevelop the building, which was built in 1914 to house a light bulb factory. The School Board is scheduled to vote on the superintendent’s recommendation May 28.”
